Adding theme upload page link in Trac ticket

On themes Trac ticket page, it would be great we had a link to the upload page. ​https://themes.trac.wordpress.org/ticket/111076

It can use the same footer or footer text as ​https://wordpress.org/themes/

The text that we have on the themes page footer is:

The WordPress theme directory is used by millions of WordPress users all over the world. ​Submit your theme to the official WordPress.org theme repository.

@kafleg Is the suggestion here that the Ticket text itself should have a "To submit an update, or submit a new theme, go here.." text?

Who would that text be directed at exactly?

@dd32 Yes, that text is fine.
The purpose of the text is to inform the theme author(mostly new) where to submit the theme update.

We can also add the developers handbook info as well. ​https://developer.wordpress.org/themes/releasing-your-theme/updating-your-theme/
