HelpHub role change made by HH Manager shows no visual change on front-end

Description
HelpHub Managers can't see other users' assigned HelpHub roles, unless the Manager has access to /support/wp-admin/users.php as a site admin/keymaster, etc.
Steps to reproduce
- Log in as a HelpHub Manager.
- Go to someone else's profile page (
wordpress.org/support/users/<username>). - Update the user's role.
- The "HelpHub role" dropdown will stay as "No role for this site" regardless of the current status of the user. If you go to
https://XX.wordpress.org/support/wp-admin/users.phpand check, the assignment shows up correctly.
