I'm fairly certain that a guarentee from a college would have very little to do with a plan introduced by President Lincoln for states to re-enter the Union.

Wasn't there also a TX ten percent plan as a way around the affirmative action rulings? From what I remember, and perhaps it is still in action, TX would automatically guarantee you a spot in the University of Texas at Austin if you were in the top 10% of your high school. The idea was that minorities would be better represented in the university.

I'm not sure what it's called, but there is some sort of guarantee that lets the top 10% of the graduating class get into UT. They still have to pay full price (unless they received a scholarship) and can, of course, be kicked out later on for various reasons, but they cannot be turned down if they want to enroll. I'm by no means an expert on this, so you might want to check out UT's website and policies for further information.
