Translation/Copyright template?

I saw the edits back-and-forth on the page recently, but I do not understand the copyright concern.

I just added an additional source and further detail.

Thanks. Good chunks of this come from a machine translation of https://archive.ph/vedlI. The editor did not even bother to change blatantly translated statements like "will assume relevant responsibilities", which one sees throughout the original government site.
