Update Requests library to version 2.0.11

Requests 2.0.11 has just been released with two PHP 8.4 fixes which will become relevant for WP.

I would recommend an update at our earliest convenience (with the exception of the certificate bundle for which WP has its own version).

@schlessera and me have put that patch on the agenda for our next Requests call. Might need some work to bring the patch up to scratch (+ add tests), but once that's done we'll include it in the next release.
