Redesign Toolbar for small screens (less than 600px) to return hidden links

Description
Links were hidden 10 years ago (#26430) for small screens, because there wasn't fitting into the Toolbar. I suggest return this links and rethink the layout a bit to fit in everything.
I believe that many plugins are adding their links into the Toolbar, so, there is supposed to be already a solution when the Toolbar is overflowing.
Hidden links in question is the whole About menu.

#41288 already proposed restoring both the About and Updates icons on smaller screens.
