Update Sodium Compat to 1.18.1

Sodium_Compat 1.18.1 has just been released and includes one notable improvement: improved compatibility with the WordFence plugin.

The version included with WP should be updated.

Hmm, looking at the ​full list of changes, they only affect three files:

• README.md
• autoload-fast.php
• autoload-pedantic.php

But none of them are bundled with WordPress. autoload-fast.php and autoload-pedantic.php are not even included in the package, so the only difference between the 1.18.0 and 1.18.1 packages is README.md.

So it looks like there is nothing to update for WordPress core at this time.

Ah! I didn't realize only a subset of the files was included. Thanks @SergeyBiryukov !

In that case, let's close this ticket as completed as that basically means that the "upgrade" succeeded without any changes needing to be made.
