Support for Internet Explorer 11 was dropped in 2021 with WordPress 5.8.

While a reasonable argument can be made that default themes are released with support targeted at a specific set of browsers and that should be maintained over time, IE11 is now no longer supported by Microsoft, and IE11 usage accounts for less than 0.5% of users.

With this in mind, I'm going to close this as a wontfix.

See #56699 for a related discussion around removing specific elements that target IE.
