It would be great to see on the dashboard which plugins are running on what sites on a multisite.

To me, this is something that is plugin territory. Once a multisite network grows beyond just a few sites, this is not scalable from either a UI perspective, or a performance perspective since active plugins are stored in the options tables for each site.

Also similar to #41163, in that adding this information would clutter up either the sites table or the dashboard.
