On multisite, Site Health lists plugins/themes as inactive when not activated on the current site

Description

On a multisite install, plugins and themes that are not active on the current site, are listed as "inactive". The check does not take into acount that plugins/themes may be active on other sites within the network.

As suggested in #47085, the Site Health tool should probably be located in the network admin section. If placed there, it should certainly check for activations on all sites in the network. If it remains in the tools section on individual sites, it should perhaps not report inactive plugins/themes, or run network-wide checks from there?
