"Add block " option is disappearing for "Column" Block

Description

When we add the column block, then by default 2 columns get added. When user move to second column(right side column), then "Add block " option is disappearing.

This works for me in WordPress 5.5. The design of the Columns block has been significantly updated since this ticket was opened.
