WordPress Embeds Block does not embed WordPress URL

Description
The "WordPress embeds block" works fine, when I use an post URL of the same site.
But if I use the post URL of another WordPress website (different domain) - it says "Sorry, we could not embed that content."
Is this a bug or is there a good reason behind that I cannot see?
