This is a follow-up to #32604.

It's important for some to be able to add link metadata easily (nofollow, target, but also all kind of data that could be used in css etc.). Having to click two times for changing link info is sometime not acceptable.

The force of WordPress is it's extensibility and adaptability and this inline toolbar are not.

Either provide a way (hook, filter or JS function) to disable this inline toolbar, or to be able to add buttons/functions to it.

This is now (mostly) superseded by the block editor. Moving to the "editor" component for consideration there.
