When toggling between local and remote lookup the Phishing Protection Terms of Service dialog is shown every time remote lookup is selected even if the terms are accepted. This happens while the options panel is kept open, it works if it is closed and re-opened.

Steps to Reproduce:
In the security options panel:

1. Make sure anti-phishing is enabled, that "Check using a downloaded list of suspeted sites" is selected and that you have never agreed to the "Anti-Phishing Privacy Policy"
2. Select "Check by asking [Google] about each site I visit"
3. In the dialog choose "I Accept..." and press "Accept and continue"
4. Select "Check using a downloaded list of suspeted sites"
2. Select "Check by asking [Google] about each site I visit"

Actual Results:  
Phishing Protection Terms of Service pops up

Expected Results:  
Phishing Protection Terms of Service is not shown

I can reproduce in "Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1) Gecko/20061014 BonEcho/2.0".

The policy is also shown if you just click on the option button a second time (after you've clicked once and accepted).  It is not even necessary to switch the selection to "Check using a downloaded list".
