If I make a comment on the ticket and refresh the page, the update comment will appear.
On the last couple of tickets I've made, if there's only an update comment it doesn't appear. Making a comment of my own on the ticket and refreshing the page makes the aforementioned admin comment appear.
Here's a ticket that only contains an admin comment:
