OK...
So today on my bukkit forge FTB server i installed PEX and used my PEX file on my normal bukkit server. For some reason the permissions do not work ( only the prefixs work). Here is my permissions.yml http://pastebin.com/d1JmEkye

I have fixed the permissions file for you, some colons were missing and some lines were'nt right. But just delete everything in your permissions file and copy ALL of the new stuff into it. Hope that helped.
