Can't say the same about Mineta but sadly RIP I'm pretty sure it's common to have perversion in anime because it's humorous to the general Japanese public I guess? It's not just in anime actually now that I think about it but other Japanese shows as well :,-) also I shouldn't blame Japan for that it's not their fault
