Makes the "Damage Reduction to Massive Targets" mechanic from Smilodon/Wildcat to work for NPC's.

I actually made this for personel use only for Smilodon because Serana just kept one-shoting giants in my game. Then I just created same one for Wildcat in 2 min and decided to upload here.
How it works ?
Smilodon & Wildcat both use a perk to modifiy player damage to massive targets. SO I thought , I could create a similar perk and distribute it to NPC's with SPID.
I opened the game, tested it and ... It, just, Works.
Requirements
SPID by powerofthree
Smilodon - (Only for Smilodon versions) by EnaiSiaion
Wildcat - (Only for Wildcat versions) by EnaiSiaion
Esp's are ESL flagged
