Technology is like a camera: A great photographer can make awesome pictures with the worst camera, but the best camera in the world won't make good pictures if you don't know how to use it.
In a way, you can look at a company like an IT system: Your culture is like an operating system that enables employees to do their best work, your organization is like an architecture of how employees collaborate across teams and functions, and your mechanisms should be designed to help glue this together.
