As we look for better ways for small companies to break into government contracting, the Australian Small Business and Family Enterprise Ombudsman (ASBFEO) Final Report shone a spotlight on the hurdles faced by small suppliers – that - despite making up 97 percent of all businesses, only saw a fraction (about 11 percent) of the federal procurement pie worth $75 billion in 2022-23. Small businesses have spoken out. They find the tendering labyrinth complex, often feeling sidelined and outgunned by larger companies with wider resources. The 180-page ASBFEO report paints a picture of frustration: rushed tender processes, unclear guidelines, and unexplained rejections are the norm. The ASBFEO’s recommendations include establishing an active and independent procurement commissioner, supporting procurement officials, making AusTender fit-for-purpose, and decoding rules and guidance. It also suggests ensuring prompt payment of subcontractors participating in procurement, developing quantifiable and public indicators to measure the performance and effectiveness of the procurement system, and making ‘panels’ more transparent, accountable and conducive to competition. The Government's 18-page response states that it is working on or planning initiatives that align with all of the recommendations with the exception of one: it doesn’t agree that procurement coordinator function should be abolished. 👇 Read the full report and government response in the comments.
