April’s Economic Brief is now out and with a deep dive into Canada’s productivity concerns. Canada’s higher-than-targeted inflation rate is due in part to stagnant productivity. Improved productivity is crucial for a stable economy, boosting growth, jobs, and wages etc. However, Canada’s productivity has fallen to second-last among G7 countries (ahead of Italy). That being said when comparing national and local trends, both Saskatchewan and Regina generally demonstrate higher productivity than Canada, suggesting greater efficiency. There are multiple perspectives on the causes of this gap. But an understudied root cause involves chronically deficient incentive structures, established and reproduced through Canada’s historical institutional choices and inertial sociopolitical forces…” (Morgan, 2024) After evaluating the research behind this op-ed, one anonymous #CanadianPublicPolicy referee writes: “The contribution of the paper is to shed a great deal of impressively well-documented light on the deep historical origins of the Canada-US business performance gap...By contrast, contemporary “analysis” in the media and NGO literature is exceptionally superficial and historically blind. The result has been years of misdiagnosis of Canada’s innovation deficit and, consequently, proposed policy “solutions” that never resolve the chronic condition. ... I believe the findings of this paper deserve to be much more widely known. I recommend that the author summarize its content in a short essay that might be published in…The Hill Times."
