Overall Objectives of Position

The Manager-Health IT Application Support and Development will provide application support and maintenance on Healthcare IT systems, by becoming an expert on the use of all aspects of these systems; delivering support to existing users and investigating and resolving application errors, data discrepancies and queries, identifying and proposing application system changes, better uses, enhancements and developments and liaising with appropriate vendors, users and the IT Team. The Manager –Health IT Application Support and Development trains end users within the Health Department and performs other tasks as assigned. This job description is not an all-inclusive list of the duties and responsibilities of this position. The Manager–Health IT Application Support and Development is expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs within the Health / Elder Services Division. This position is not a remote position.

The Manager–Health IT Application Support and Development is expected to live the Purpose and Values of the Poarch Band of Creek Indians and will go beyond the call of duty.

Primary Responsibilities of the Manager –Health IT Application Support and Development

  • Manage all aspects of application development and support. Accountable for application performance/stability, end-to-end transactional flows, root cause analysis and corrective actions for any outages
  • Works with end users to identify and analyze processes, workflows, requirements, issues and opportunities, and evaluate the potential application of new or modified technology solutions and/or processes
  • Responsible for supporting physicians, physician extenders, nurses and ancillary staff in the utilization of multiple clinical information systems that impact their workflow
  • Responsible for EHR security protocols, data imports and otherwise configure system for staff use
  • Develop and maintain effective relationship with staff members and IHS (Indian Health Services) IT Support Team
  • Resolves data discrepancies between systems and applications
  • Responsible for beta test releases, updates, and enhancements to new and existing business systems and assist in the coordination of user sign-off and roll out
  • Provides training on new and existing systems as needed to support operational activities
  • Responsible for data mining and producing meaningful reports for management team
  • Responsible for supervising a team of IT Health professionals
  • Troubleshoots end user reported problems or coordinate internal and/or external support if necessary
  • Develops training manuals, standard operating procedure, document reoccurring issues and communicate resolutions to staff members
  • Administers user accounts for internal and customer facing software systems
  • Works with the CAC to train all new employees on various healthcare applications
  • Prepares workflow charts to specify in detail operations to be performed
  • Corrects system application errors after implementations
  • Assists Programmer in resolution of issues related to project specifications or programming
  • Performs other duties as assigned by appropriate person

Day-to-day Responsibilities

  • Administers a variety of software systems including RPMS, EHR, DHR, Dentrix, BMW, iCare, Vista and MUMPS and extended systems used by Primary Care, Physical Therapy, Dental, Behavioral Health, Laboratory, Pharmacy, Billing, Optometry and Radiology
  • Responsible for remaining current with industry technology and trends
  • Uses a strong understanding of physician and/or clinical workflow processes and identifies the impact of a system’s functionality on those processes
  • Maintains and administers daily operations of software systems. Attends specialized meetings as related to Health/Elder Services IT application systems
  • Executes RPMS database reports for providers, administrators, and users as needed and approved
  • Performs escalated analysis, troubleshooting, testing and documentation for multiple supported applications
  • Provides guidance and support for collaboration tools such as online meetings and remote conferencing tools

Education/License/Certification and Experience Requirements

  • Bachelor’s Degree and/or a combination of verifiable related education and experience equivalent to four (4) years
  • Minimum of five (5) years of IT experience with progressive accomplishments in implementing technology enabled solutions to complex business problems; required
  • Three (3) years working in a Healthcare IT environment required
  • Minimum of two (2) years of employment experience in leading IT teams involved in development, production support, and maintenance of software systems
  • Strong oral and written communication skills
  • Ability to work with varying seniority levels, including staff, managers and external partners required
  • Experience with SQL Server required
  • Experience working with IHS (Indian Health Services) IT preferred
  • Experience with Research, Project Management, and EHR preferred
  • IIBA Certifications preferred. (ECBA, ECBA+, CCBA, CBAP, CBDA, AAC)

Skills Required

  • Demonstrated team leadership in a technical environment
  • Knowledge and experience in IT security audits
  • Absolute confidentiality, adhering to HIPAA guidelines and the Privacy Act
  • Skilled in managing projects; EHR implementation preferred
  • Experience in managing system upgrades and implementing new programs
  • Experience supervising other IT personnel
  • Working knowledge of healthcare processes, system development and process improvements
  • Date Mining and developing reports
  • Ability to quickly analyze and problem solve
  • Exceptional interpersonal and communication (verbal and written) skills
  • Must be able to communicate pleasantly with staff and be able to demonstrate, teach and/or communicate implemental solutions to staff members
  • Must be analytical and organized with attention to detail
  • Able to work well independently and able to work and communicate with others with a professional demeanor
  • Must be people oriented and relate well to people from diverse backgrounds

Additional Requirements

  • Ability to re-locate within 60 miles of PBCI Tribal Offices (Atmore, AL)
  • Ability to work odd and irregular hours, as needed
  • Must successfully pass the required criminal and character background check
  • Ability to travel and participate in required training, leadership development, and other events
  • Ability to adequately and successfully perform all duties and responsibilities of this position
