This position serves as the legislative and program budget director for the DHS Health Care Administration (HCA). DHS management of Minnesota Health Care Programs (MHCP) is centralized in HCA. This position is responsible for MHCP’s strategic fiscal program leadership. This requires the incumbent to lead collaboration across all DHS administrations that touch Medicaid to ensure effective financial coordination and transparency across the enterprise. The person in this role makes executive level fiscal decisions for MHCP management and strategies. The incumbent is responsible for aligning financial analysis and decision-making of the more than $17 billion Medicaid program budget. The HCA Legislative & Program Budget Director serves as an advisor to executive leadership and Medicaid leaders across the agency on all matters pertaining to the MHCP program budget. Critical components of this role include the integration of legislative budget with policy planning, the support of financial compliance controls, and the provision of fiscal strategies to ensure that operational budgetary planning with an outcome of long-term goals for fiscal stability and innovation to meet Minnesota’s core Medicaid needs.

Minimum Qualifications

  • Professional leadership or supervisory experience
  • Two (2) years of health care finance and budget management for a government agency, non-profit or health care accounting setting
  • Managerial and resource management experience relevant to managing policy-based business operations
  • Interpretation of state and federal level policies impacting health care programs, policies, health care purchasing strategies, and operations
  • Knowledge of the legislative process and how budgets are set at the state level.

Preferred Qualifications

  • Master’s in Business Administration or Public Policy;
  • Experience with state or local government accounting systems;
  • Experience and knowledge of Minnesota Health Care Programs, including Medical Assistance and MinnesotaCare;
  • Extensive resource and project management experience;
  • Experience with the SWIFT accounting system used by the State of Minnesota.
  • Variety of experiences working effectively with others from different backgrounds and cultures
