Lead Solutions Specialist (Quality Measurement Development)

The Lead Solutions Specialist provides operational and technical support for CMS post-acute quality reporting and payment programs. You will provide subject matter expertise and collaborate with internal and external customers and stakeholders to create guidance and educational materials and address technical questions. You will also support the standardization of data elements used across assessment instruments, updating data collection instruments, instructions, and reporting manuals. You will contribute to environmental scans, reports, and deliverables, such as the implementation roadmap, stakeholder meetings, performance feedback, and an annual report. You will support the data analysis and the design and development of products or services to support contract deliverables. You will be responsible for leading product/program work and may assist management in leading a team by assigning and reviewing tasks, and coaching and training staff, as directed by the Program Manager.

Essential Functions

  • Serves as subject matter expert to internal and external customers.
  • Utilizes knowledge and expertise to implement products/portfolios and services to the customer’s satisfaction.
  • Provides collaboration, communication, and coordination with the internal teams, and clients.
  • Communicates efficiently and effectively to project teams.
  • Provides direction and coaching to internal teams and leads the team’s work to ensure deliverables are met.
  • Provides program and product knowledge transfer to functional leads as needed.
  • Tracks and monitors product and portfolio statuses, taking or approving feedback as required in terms of schedules, budgets, priorities, staffing, and work quality
  • Perform client needs analysis and assessment.
  • Manages and owns client expectations and relationships.
  • Provides direction regarding the scope and implementation of products and services needed to support contractual and/or corporate business obligations
  • Develops effective relationships with internal and external customers
  • Provides status reports and resolves issues in a timely manner.
  • Provides strategic planning input to Telligen’s leadership, managers, and relevant customers required for the successful completion of the program and/or contract
  • Provides input based on program and product knowledge and expertise to the business and functional requirements for the software products and services, including enhancements.
  • Provides subject matter expertise to align program requirements with product requirements
  • Supports Telligen's management philosophy that managers engage, coach, and support our people to achieve results.
  • Helps select, develop, and manage employees to achieve individual, team, and organizational success.
  • Helps ensure employee accountability through routine observation, performance measurement, and feedback.
  • Ensures understanding and compliance with multiple regulations (i.e. HIPAA, Americans with Disabilities Act, and others that may be department-specific, such as CMMI and URAC)
  • May provide analytic review of new business requests for proposals (RFPs) based on subject matter expertise; and provide White Papers and written responses to RFPs when requested
  • Reviews training materials.
  • Coordinates and facilitates live or recorded training sessions.
  • Performs knowledge-sharing presentations to internal and external customers
  • Creates, updates, and reviews documentation and provides input for clarification and detail, ensuring information is accurate, thorough, and follows established processes and compliance requirements (i.e. 508 compliance standards).
  • Provides a review of documents before Manager review and approval.
  • Ensures documentation is distributed to team members, end users, and/or customers on time
  • May provide analytic review of new business requests for proposals (RFPs) based on subject matter expertise; and provide White Papers and written responses to RFPs when requested


Requirements

  • Four-year degree in business, health care, IT or related field
  • 5-7 years related experience
  • Demonstrated experience in leadership, healthcare quality improvement, healthcare information management, and/or healthcare information technology (HIT)
  • Intermediate experience working with Windows and PC-based software products
  • Intermediate knowledge and experience with database applications, data trending/graphics, and reporting tools
  • Experience working in a deadline-driven environment, handling multiple tasks
  • Good written and verbal communication skills
  • 5 years of experience working in direct collaboration with providers, population health or public health, and/or health care quality improvement is preferred


Preferred Skills And/or Certifications

  • Prefer prior experience in a hospital or post-acute care setting (ex: inpatient rehabilitation, SNF or Nursing Homes, home health, hospice, or LTCH) and/or prior experience with CMS’ QIES/iQIES or other quality improvement programs
  • Experience with or understanding of CMS’ Quality Reporting Programs or Quality Measure Development is preferred
  • Healthcare services, healthcare organizations, and programs
  • Information management processes, electronic health records, and healthcare information technology
  • Quality improvement concepts, principles, and process tools
  • Basic statistics, data collection techniques, data analysis, and graphic representation of data
  • Effective communication both written and verbal
  • Facilitating Change/Group process facilitation
  • Stakeholder relationships: building and maintaining skills (required)
  • Effective communication, both written and verbal
  • QI Process: Focus-Analyze-Develop-Execute/Plan-Do-Study-Act
  • Creating a graphic representation of data factors

In Colorado, compensation is estimated to be in the range of $104k to $123k annually.

The salary for each individual will be determined by factors such as location, education, experience, and internal equity.
