Job Overview

The Sponsored Programs Manager is responsible for growing and maintaining an infrastructure to support federal and state funded research, clinical, and public service programs at Children’s Hospital Colorado (CHCO). Primary responsibilities include the pre-award budgeting, financial and administrative management of direct federal and state awards to CHCO and pre-award budgeting of campus grant submission for the CHCO component. This position reports to the Director of Research Business Services within the Child Health Research Enterprise (CHRE). The Manager, Sponsored Programs partners with CHRE leadership responsible for industry-sponsored clinical trials and Finance leadership responsible for central post-award services with the goal of providing seamless support to CHCO Principal Investigators and department staff.


Qualifications

EDUCATION – Bachelor’s degree in business administration, management, or related field.

EXPERIENCE – Three years of sponsored award experience, including knowledge of federal regulations governing federal grants, contracts, and cooperative agreements.

CERTIFICATION(S) – Certified Research Administrator (CRA) certification preferred.


Salary Range:

$94,871.97 to $142,307.96

ESSENTIAL FUNCTIONS

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the functions which the employee may be expected to perform.


1. Serves as institutional official, i.e., Authorized Organization Representative (AOR) for federal and non-federal proposals, awards, sub-awards, and shared agreements with the University of Colorado – Denver (UCD)

2. Creates infrastructure to support current and future sponsored award funding including hospital departments receiving congressional designated funding

3. Creates and continually maintains internal control documentation to support compliance with federal and non-federal policies including but not limited to the federal guidelines under 2 CFR 200: Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards

4. Writes and maintains policies and internal operating procedures for proposal submissions, sub-awards, and shared agreements with University of Colorado-Denver (UCD), and award management.

5. Serves as liaison to UCD pre-award office and department administrators for UCD faculty.

6. Shares knowledge and expertise in interpreting sponsor and institutional policies, procedures, and guidelines.

7. Develops training, education, assessments, auditing and monitoring in collaboration within CHCO and its affiliates.

8. Partners with the Finance, Post-Award Accounting to ensure efficient processes and handoffs exist between teams and ensures Principal Investigators and departments/divisions receive consistent support and communications.

9. Manages a discrete workload of award portfolios based on award complexity and/or staffing needs including new Principal Investigators.

10. Assigns and reviews work, provides work instruction (OTJ or formal training) and develops team members. Evaluates performance of team members, providing continuous feedback. Manages discipline and performance issues; hires and fires team members. Identifies resource needs and develops recommendations for meeting needs.

11. Manages sponsored program administrators responsible for assisting Principal Investigator/Project Directors with the administrative components and budgets for proposals, sub-awards, and UCD agreements; reviewing expenditures and preparing budget to actuals reporting for sponsored awards; completing incoming sub-award risk assessments, subrecipient monitoring, and federal sub-award reporting; accepting and routing sponsored awards; and tracking award deliverables.
