ORGANIZATIONAL SUMMARY:
Morsani College of Medicine (MCOM) Business Office is responsible for the allocation, distribution, and management of all source revenues at the Morsani College of Medicine and USF Health Vice President's Office. Responsible for consolidation of financial reporting for USF Health. The MCOM Business Office provides support and services to the MCOM in the form of financial, budgetary, compliance, faculty state and federal effort reporting, Common Pay Source, billing & reconciliation, pay distribution, dean's academic and other faculty practice plan interfaces, funding commitments, rate analysis, deposits and tuition accounting as well as accounting services. We serve COM faculty, staff, and students.
POSITION SUMMARY:
Reconciles monthly chartfield/account ledgers from the various University financial systems to the source documents, including State and University Medical Services Association (UMSA) funding sources. Reviews personnel appointment forms to ensure compliance, particularly with Sponsored Research guidelines. Periodically conducts projections based on available data and makes recommendations to administration and faculty regarding the transfer of allocations/expenditures between budget categories to comply with Federal, State and University fiscal policies. Works with various departments in the area of fiscal management.
RESPONSIBILITIES:
Review, classify, and process UMSA purchase orders, travel purchase orders, contracts, and new vendor set up using CODA financial system through the UMSA Dean's Academic Support Fund. Run monthly accounts payable reports using the UMSA Cognos reporting system to review the payment status and issues.
Reconcile monthly chartfield ledgers from the various University financial systems to the source documents for various areas including USF Health VP, College of Medicine Dean, as well as departments whose fiscal functions have been assumed by the MCOM Business Office; as well as those services supported through auxiliary funds. Consults with Purchasing and Financial Services to resolve discrepancies in the reconciliation process; and prepares financial statements/reports for administration. The completed monthly reconciliations includes projections based on available data and will make recommendations to administration regarding the transfer of allocations/ expenditures between budget categories to comply with University fiscal policies.
Reconcile Procurement Card transactions for cardholders from various areas including USF Health VP, College of Medicine Dean, as well as departments whose require assistance with fiscal functions by the MCOM Business Office, consistent with guidelines and regulations related to the Procurement Card program, compliance and funding source.
Prepare payroll certifications for the Morsani College of Medicine Business Office and assist other departments in the Morsani College of Medicine, audit/record keeping of leave for the Morsani College of Medicine Business Office using the GEMS ALT System.
Develop training for MCOM departments on current rules and regulations of the Dean's Academic Support Fund (DASF) to ensure the departments are within compliance when utilizing DASF funds. Continually seek ways to improve departmental efficiencies via DASF payment processing.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance or Business Administration or other field directly related to the position's specific responsibilities and 0-2 years of professional related experience; or a Bachelor's degree in no specific required field and two years of fiscal related work experience.
FLSB1310 equivalency:
Four years of directly related experience can be substituted for a Bachelor's degree.
PREFERRED:
Experience with MS office including MS Excel and Word.
SPECIAL SKILLS/TRAINING:
Proficiency in GEMS, FAST, Microsoft Office, UMSA & USF policies and procedures. General accounting skills.
