Position Purpose

The position is responsible for the development, administration, and management of all aspects of the Head Start, Early Head Start, and ECEAP grant applications for these programs in accordance with state and federal regulations. This includes researching and assessing the needs and resources available for the implementation of the current and future organizational programs. Will lead in preparing budgets, strategic planning, coordination of ongoing refunding applications for current grants, service delivery design, and applications for new grant opportunities and for-profit business opportunities. The incumbent is additionally responsible for expanding and enhancing the network of community partners. Will work with Director of Programs, CFO and CEO by providing leadership and supporting the overall mission of the organization and ensuring all policies and procedures are followed.

Distinguishing Characteristics

Inspire Development Centers provides Early Childhood Education (ECE) and social services to 3,842 children, in center-based and home-based setting, at more than 27 Child Development Centers (CDC) throughout the State of Washington. Inspire provides services under various federal and state funded programs with differing regulations and stipulations, which must be coordinated and adhered to, including, but not limited to: Regional Head Start (RHS), Migrant Seasonal Head Start (MSHS), Early Childhood Education and Assistance Program (ECEAP) and Early Head Start (EHS). The organization is required to meet an annual quota of non-federal share (in-kind) funds. A large majority of children’s first language is Spanish. Over the past 40 years, Inspire has strategically and incrementally increased its capacity to address the rapidly changing needs of its families and communities.

Supervisory and Other Relationships

Position is a member of the Executive Management Team and reports to and works closely with the Chief Executive Officer. Incumbent will work closely with the Chief Financial Officer (CFO), Director of Programs, and the Executive Leadership Team.

Examples Of Essential Duties And Accountabilities

  • Grant Writing/Applications

Planning, preparing, and administering all grant funding applications, including monitoring and reporting to funding sources as required. Write and coordinate full grant proposals in adherence to grant reporting requirements. Responsible for implementing best practices for all grant-related functions, including proposal writing, budget development, and data integrity. Research and compile pertinent information for projects requiring funding. This includes meeting with or contacting various departments within or outside the organization to provide letters of intent, proposals, and reports.

  • Research and Strategic Planning

Responsible for planning and coordinating organizational goals to attain organizational objectives, with the CEO, CFO, and Director of Programs. Identify and develop effective strategies for funding opportunities, programmatic initiatives and other opportunities that may arise. Make well-informed, well-prepared presentations on major funding decisions and lead conversations on the benefits and risks of a particular grant. Perform research on foundations grants and follow relevant news and grant trends as it relates to Inspires needs, including federal, state and budget processes. Responsible for participation and coordination of ongoing strategic planning sessions, contributing toward a collaborative and coordinated service delivery plan.

  • Community and Relationship Development:

Understand the organization's history and programs and can summarize into well written proposals. Develop, foster, and maximize relationships with organizations and potential private funders. Maintain knowledge of current and planned programs and prioritize initiatives to accurately and persuasively communicate achievements and goals to prospective funding and donors. Develop systems that expand and enhance services for the children, families and communities we serve.

  • Budget Development

Responsible for assisting in the development of all budgets that achieve program goals within fiscal guidelines of the organization. Incumbent will analyze the use of funds to ensure sustainability of the programs and attainment of short-term and long-term goals, as well as the coordination of non-federal share documentation when required by the funding sources.

  • Needs Assessment

Responsible for the triennial Comprehensive Community Assessment, annual updates, and any other research required for refunding applications or new grants. This task includes reviewing and analyzing results from surveys to employees, families, and community partners to assess local community and state needs, researching new grant opportunities and for-profit business opportunities.

  • Confidential Information

Maintain confidential information, including fiscal, human resources, health, participant, and families records of any nature.

  • In-Kind Contributions:

Responsible for contributing to any procedure or activity that fosters the contribution of in-kind funds, through the request of goods, services, cash donations, and/or encouraging community members or parents to volunteer time to the program.

Minimum Qualifications

Incumbent is required to have demonstrated knowledge and abilities in these areas:

  • Extensive experience in community partnerships and networking;
  • Experience in grant writing, Head Start/ECEAP refunding application and contracts;
  • Experience in program design for early childhood education programs;
  • Experience in budget analysis and Management;
  • Experience working in federally funded and regulated environment;
  • Experience in policy and procedure development;
  • Excellent communication and interpersonal skills;
  • Excellent problem-solving and decision-making skills;
  • Experience in Risk Management;
  • Understanding of the interrelationships between services and systems;
  • Ability to learn new tasks quickly and efficiently;
  • Ability to handle multiple tasks simultaneously and meet deadlines;
  • Ability to gather and analyze data for reports via multiple modes;
  • Ability to read, write and interpret documentation;
  • Strong customer service focus;
  • Ability to work with culturally diverse employee population;
  • Proficiency with personal computer, including Microsoft Office; and
  • Accurate data management, documentation and recordkeeping skills.

These skills and abilities are typically acquired through a combination of experience and training, which would include a bachelor’s degree in business or accounting or a related field with 5-7 years’ experience in Head Start and early childhood education programs; or a combination of education, training and experience which will provide the competence and skills to perform the work of the position.

Preferred Qualifications

  • Previous Head Start experience;
  • Experience in data base systems and web base training systems;
  • English/Spanish bi-lingual fluency;
  • Master’s degree in related field.

Position Requirements

Incumbents Are Required To Have The Following

  • Valid Washington State driver’s license;
  • Must provide a yearly driving abstract;
  • Must maintain acceptable driving history;
  • Proof of automobile insurance;
  • Ability to travel to perform job duties and responsibilities;
  • Must pass initial and periodic criminal and background check;
  • Must pass initial and periodic employee health clearance;
  • Subject to initial and periodic TB screen;
  • Subject to random drug screen;
  • Must sign a Confidentiality Agreement and Non-Disclosure Agreement; and
  • Must complete and sign a Conflict-of-Interest Disclosure Statement on an annual basis.

Work Environment & Physical Demands

Work is performed in an office setting and classroom environment. Time is spent sitting at a workstation with a personal computer, travelling locally and statewide.
