Job Summary:

The Director of Finance and Administration (DFA) is a full-time, strategic leadership position in the Center for Health Equity (CHE) and Office of Diversity, Equity, Inclusion and Community Engagement (ODEICE), reporting to the Executive Director of CHE and the Vice Chancellor for ODEICE. The DFA plays a key role in the strategic financial management of these offices at the University of Colorado Anschutz Medical Campus. This position is responsible for the oversight of fiscal operations and planning of the CHE and all the departments that fall under the ODEICE team. This position serves as a resource to provide high quality, creative, and solutions oriented financial support, advice, and counsel at the strategic, policy, and operational levels as needed to assure adherence to CU Anschutz and CU policies and procedures. This individual works closely with the Director of Finance and Administration for the Vice Chancellor of Health Affairs, the Director of Central Administration Shared Services, and internal CHE and DEICE team leadership to support the implementation of each department’s financial and strategic plans. The DFA is accountable for upholding University set standards and guidelines. Additionally, the DFA must exercise sound judgment to optimize the functional efficiency of the Center for Health Equity and ODEICE.

Key Responsibilities:

  • Serve as a Financial Administrator and advisor for the Office of Diversity, Equity, Inclusion and Community Engagement (ODEICE) and Center for Health Equity, for funds including general, auxiliary, gift, plant and grants
  • Manage grants and contracts for pre and post-award activity, working within the Office of Contracts and Grants policies and procedures
  • Prepare budgets, analyze monthly reports, and track and monitor expenditures.
  • Identify Payroll Expense Transfers (PETs) and Journal entries (JEs) as needed in compliance with internal and external policies and procedures.
  • Lead and manage fee for service contracts and receivables
  • Lead financial planning for ODEICE and CHE, with a view of multi-year forecasting
  • Partner with the Office of Advancement on philanthropic activities
  • Prepare customized spreadsheets as needed to demonstrate balances and expenses
  • Provide quarterly fiscal updates separately to the Executive Director of the Center for Health Equity and the Vice Chancellor for ODEICE on their respective units summarizing overall fiscal standing, budget tracking, etc.
  • In partnership with Central Administration Shared Services, provide higher level insight of policies in the approval of expenses, travel reimbursements, and other procurement needs as required
  • Participate in strategic planning in concert with the CHE’s and ODEICE’s goals and contribute toward market growth, revenue enhancement, cost containment, operational efficiency and research productivity
  • Establish and maintain effective internal controls for finance, human resources and grant administration.
  • Ensure compliance with personnel compensation models, practices, regulations and policies.
  • Understand strategic priorities of CHE and ODEICE to align personnel resources with departmental needs.
  • For the Center for Health Equity, this position will:
  • Oversee all human resource activity, including internal and external high level HR search processes, guide the hiring procedures, policies, timekeeping, and payroll where appropriate.
  • Review job descriptions for Human Resources analysis and approval, monitor salary administration and submit budget approvals for hires, and draft offer letters for new faculty and University staff positions as needed by the Center.
  • In partnership with central HR, collaborate with management level staff on confidential and sensitive HR matters on an as needed basis for matters such as layoffs, terminations, and employee performance issues.
  • For the ODEICE team, this position will:
  • Work in partnership with central HR and Shared Services to lead Human Resources matters and recruitments, review job descriptions for Human Resources analysis and approval, monitor salary administration.
  • In partnership with central HR, collaborate with management level staff on confidential and sensitive HR matters on an as needed basis for matters such as layoffs, terminations, and employee performance issues.

Work Location:

Hybrid – this role is eligible for a hybrid schedule of 3 days per week on campus and as needed for in-person meetings.

Qualifications:

Minimum Qualifications:

  • A bachelor’s degree in business, business administration, finance, accounting, healthcare administration, public administration, or a directly related field from an accredited institution.
    • Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis
  • The position requires 5 years extensive, diverse and progressively responsible experience, including direct responsibility for financial, Human Resources and administrative, preferably in an academic medical and/or research setting.

Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

  • A minimum of 2 years of experience serving in a management or leadership role.
  • Experience with University of Colorado Systems, such as PeopleSoft Finance, CU Marketplace, CU Data and PeopleSoft HR.
  • Master’s degree in a related field.
  • Experience managing and forecasting multi-fund budgeting, including grant and gift funding.
  • Experience developing and tracking the effectiveness of short and long-term strategic objectives.
  • HR Certification (SHRM, PHR, etc.)

Knowledge, Skills, And Abilities

  • Financial management skills and the ability to manage funds effectively from a variety of sources.
  • Ability to exercise good judgment in the interpretation and application of policies, procedures, and rules.
  • Strong financial management skills to include forecasting fund balances.
  • Knowledge of professional standards, concepts, and practices related to payroll and compensation.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective relationships with staff, faculty, students and with departmental representatives within the campus and university in a manner that reflects diversity and inclusiveness.
  • Familiarity with the State of Colorado Personnel Rules and Regulations.
  • Advance knowledge of Microsoft Word, Excel, and Outlook.
  • Ability to successfully plan, organize, implement, and coordinate financial and administrative activities in a diverse system.
  • Maintain high level of confidentiality with sensitive information.
  • Skill in independently researching questions and making appropriate contacts for problem solving.
  • Interest in and ability to effectively educate others about operational policies and procedures in lay terms.
  • Ability to organize and complete complex projects and to work under tight deadlines.

Anticipated Pay Range:

The starting hiring range for this position has been established as $107,787 - $120,000

The above hiring range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
