Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and and trend analyses.
Knowledge of excel datasets, financial cost reports and an understanding of the various Medicaid reimbursement methodologies of New York State (NYS) Managed Long Term Care (MLTC).
Duties Description
The incumbent of this position will be engaged in the development, implementation, management, oversight and/or monitoring of Managed Long Term Care reimbursement programs within the Division of Finance and Rate Setting, including but not limited to project management, development of programmatic and financial policies and procedures related to streamlining and improving access to health care services and supports and the administration of the Medicaid program. Specific duties include administration of rate setting activities related to the Partial Capitation, Medicaid Advantage Plus (MAP) and Program for All-inclusive Care for the Elderly (PACE) programs.
