USPS front-line supervisors are the first layer of management directly above craft employees and are the leaders who oversee day-to-day operations. When supervisor vacancies are not filled promptly, it risks increases in staff shortages and additional workload may strain existing supervisors. In April 2020, our auditors looked at whether USPS was effectively hiring and retaining first-line supervisors and issued recommendations to address the deficiencies found. This new audit examines whether corrective actions taken in response to those recommendations sufficiently addressed the issues identified and further assesses initiatives related to supervisor vacancies. While USPS has generally improved its practices and procedures to decrease the number of supervisor vacancies, our auditors found opportunities for improvement. The Postal Service is purchasing and deploying about 66,000 electric vehicles and charging stations for its delivery fleet modernization. It combined this rollout with its efforts to convert plants into consolidated sorting and delivery centers (S&DCs), expecting to complete construction at 130 sites by the end of 2024. As of March 26, USPS confirmed it completed construction and commissioning at six sites. Our auditors assessed charging station infrastructure deployment timelines, specifically the construction schedules for the first 29 activated S&DCs. We found the agency experienced nationwide charging infrastructure delays and the 29 sites were delayed by an average 219 days compared to its June 2023 baseline schedule. This resulted from not factoring in foreseeable issues when scheduling (such as weather), following schedule management best practices to establish an informed baseline, or using an overarching project management system. Our Field Operations Review team visited three postal delivery units and a processing and distribution center (P&DC) in the Kansas City, MO, area. We found deficiencies with all five areas reviewed: delayed mail, package scanning, property conditions, employee timekeeping, and the maintenance and safekeeping of arrow keys. Our auditors also found issues at the P&DC, which was struggling to meet performance goals because of unscheduled employee leave. To increase customer satisfaction, the Postal Service launched a new package shipping service called USPS Ground Advantage in July 2023. Replacing three older package shipping services, Ground Advantage joined two other longstanding package services: Priority Mail and Priority Mail Express. Our auditors looked at all three package shipping services from July 2023 to March 2024 to determine their service performance and effectiveness. We found that while the introduction of Ground Advantage simplified the flow of packages through the postal network, service performance goals were not met for the three services during that period.
