The University System of Maryland (USM) is the state’s public higher education system. The USM Office works closely with the System’s 12 institutions and 3 regional education centers to leverage their collective expertise and resources, share best practices, increase the USM’s effectiveness and efficiency, and advance its mission to improve quality of life in Maryland. Research USM faculty and staff continue to fuel research and discovery, attracting about $1.3 billion in external grants and contracts annually.

This hybrid role in Adelphi, Maryland, offers a unique opportunity to drive procurement excellence across multiple institutions within the University System of Maryland. In this role, you will implement and manage procurement and sourcing activities, establish long-range objectives, and lead improvement programs. You will track procurement results, manage budgets, ensure policy compliance, and address vendor performance issues. You'll also help in complex negotiations, apply industry-specific research, and execute sourcing methodologies. As part of your responsibilities, you will foster talent development, conduct training sessions, and establish best practices for change management and contract reviews. We are looking for candidates with undergraduate degrees in relevant fields, with advanced degrees and certifications being a plus. You should have at least 10 years in procurement or supply chain management, a solid financial background and project management experience, and at least 5 years in staff management. The ideal candidate will have strong team-building, negotiation, and contract management skills, with knowledge of various types of contracts and sourcing strategies.
