Nava is a consultancy and public benefit corporation working to make government services simple, effective, and accessible to all. Nava emerged from the effort to rebuild HealthCare.gov after its troubled launch, and exists to address some of the most complex challenges in the public sector. We’re thinkers and designers of civic technology. We work holistically across engineering, research, design, and operations to proactively envision the services of a better future. We build with empathy and inclusion, and as we come from many backgrounds and countries ourselves, we seek and value different perspectives.

    It’s #ToolkitTuesday, and this week we’re pleased to bring you the second in our “power your mission” series: how to build technology. This toolkit focuses on how to build modular software systems that will give you the flexibility to meet evolving consumer needs. So how does one do so? There are a handful of approaches you can take given your starting point. If you’re beginning with a monolith and want to break it down into modules, you may use a "decomposition" approach. That said, if you’re building from the ground up you can design modules from the start of your technology project. Either way, applying the concepts of modularity outlined in this toolkit will help you achieve meaningful program outcomes. Take for example an application for a WIC program. One simple, hypothetical way of breaking down the program into modules is to break parts of your program up into boxes [i.e. “Application”, “Eligibility”,  “Nutrition Risk”] and connect them to other components as shown in the diagram.     For this week’s #ToolkitTuesday, we bring you a practical guide on how to create a user need statement and how to write and refine your product vision. Before beginning a technology project, you should define what program outcomes you want the technology to help you achieve. Technology or modernization itself should not be the end-goal.     • Try it: Create a user need statement

A user need statement often looks like this template:

[USER] needs [DEFINE THE NEED] in order to [DEFINE THEIR GOAL].

For example:

Participants need to be able to easily understand what documents to submit and how in order to certify/re-certify with WIC.
    • A good starting template for a product vision works like so: “For [USERS] who [DESCRIPTION OF NEEDS], [PRODUCT] will [DESCRIPTION OF BENEFITS].”
    • Vision statements are more effective when they elicit strong feelings in the team working towards them, which makes them more memorable and easier to identify with. Here are some potential edits:

Parents will know we have their backs when our application gives them a safe and accessible way to quickly learn about what benefits are available to them.

Program staff will have an efficient and delightful workflow that lets them certify participants and get benefits to families in need in minutes.
