Thruster needs a faster CD than Dodge
It has less overall functionality, it doesn't plant lethal bomb / specters. it doesn't reload weapons, it doesn't turn a titan invisible. etc' etc'
Therefore it's CD should be faster than dodge

Naw. The only way I see this being balanced is if you need mobility as it's CD stat
