I got a few 2000 power exotic engrams yesterday and when I tried to focus decode them for infusion fuel, the item I got was dropped down to 1990. I haven't seen any other instance of any other engram type dropping to a lower level when decoding so why are Exotics being smacked down? All of my characters are 2000 and I just needed to bring up a pair of exotic gloves and now I'm stuck having to wait for a random pinnacle drop in that slot before I can infuse them.

Focusing items is always set at a certain light based on your light level.

I think it's because you would just choose the slot that you need, removing the RNG.

Realistically, so you can’t target-farm that last leg piece you need to hit pinnacle cap. Being able to do so removes some of the RNG they rely on.

I gave up on focusing exotic engrams, the rolls are -blam!- and it’s not worth the cost.

It tells you that it drops the power level down to 1990 when you focus. It’s the trade off for removing the RNG. You had a 25% chance of hitting gloves if you just popped the engram.

Because Bungie, instead of respecting your time playing their game, wants you to waste the resources you grinded for while still giving you garbage for your hard work.

In the cases where they have (for example, IB armor increasing reputation gains), they set the base, non-boosted value to an insultingly slow drip so that the boosted amount ends up being roughly standard to the rest of the game anyway. Think about it like this: when IB is active, Double Crucible Rep is also sometimes active simultaneously. Even when decked out in a full IB kit, your Crucible Rep increases faster and resets sooner. It should not be this way, but because the base IB rep gain is a joke, you're essentially forced to use their Cosplay system just to get a reset in a doable timeframe. EDIT: tl;dr - Bungie hates anything that reduces your time spent in-game because they care about analytics more than they care about an engaging experience.
