To translate taxonomy base slugs, first enable Slug translations in WPML Settings. Once enabled, you can translate base slugs like regular taxonomy terms.
To translate taxonomy base slugs:
Go to WPML → Settings and scroll down to the Slug translations section.
Enable the Translate custom post and taxonomy base slugs option.

You can now translate taxonomy base slugs just like taxonomy terms via WPML → Taxonomy Translation.
