Product Vendors plugin not paying out commission

I’m trying to have a small commission rate subtracted from the total of a particular item, and sent to a vendor. Using the “Instant Payout” option.

Everything is running in Sandbox Mode. I believe I have all the Paypal Sandbox API’s set up correctly. When a payment is made using a paypal account (Let’s call it Customer), the transaction goes through just fine, the money is properly deducted from the Customers account, and put into the Website’s account. But it does not subtract the (10%) commission and send to the Vendor’saccount.

When I navigate to the “Comissions” page and issue a payout manually, it says “Paid status will be updated in a few minutes”. The commission status does not update from “unpaid” to “paid”, and no payment is made to the Vendor’s sandbox Paypal account.

Is there anything I could be missing? Does the Vendor need to have a Paypal business account? Am I going to run into any other problems when I connect to a 3rd party Production Partner like Printiy or Printful?
