For my own reference, It appears you are using the quick-edit functionality.
The character counter doesn’t update when your input is ignored, which can happen on the homepage, where the input of the Homepage SEO Setting from the global SEO Settings page supersedes that of the page-edit screen.
The appended title (in grey) appears to be that of a tagline rather than a site title, which is unique to the homepage.
Could you verify this is the case, or are other pages also affected?
I went to pages > quick edit and updated the Title tag there. Where should I update the title tag so that the Character number updates?

The character counter should work anywhere. If it doesn’t work as expected, your input might be ignored, or something else is wrong.
If you edit another page’s title, do you see a different result?
If so, could you please verify if you are editing the homepage? If so, you might have already input something at “SEO Settings > Homepage SEO Settings” under the “General” and “Additions” tabs. These settings will always supersede the homepage’s “Page SEO” settings, for which we added a warning when editing using the Block Editor or Classic Editor.
