link in iframe not clickbale

Hi guys,
i am facing a problem, the href link in the code is not clickable!!. here is the code:
<a href="https://google.com" target="_blank"> <iframe src="https://bnl.erx.mybluehost.me/HTML5Banners/USA-CA/970x250_usa-ca.html" width="970" height="250"></iframe></a>mouse over on the button, shows the link bottom left, but the button doesn`t react when clicking!!

do you mean it should be like this :
<iframe src=”https://bnl.erx.mybluehost.me/HTML5Banners/USA-CA/970x250_usa-ca.html” width=”970″ height=”250″ </iframe>i have very basic knowledge on coding. it will be very helpful if you tell how i should write it. thank you
