IP is a protocol; it is IP addresses that are static, blocked, assigned, bound, fetched, accessed, resolved, checked, banned, tracked, detected, dynamic, grabbed, scanned, whitelisted, have different representations, that devices have, etc., not the protocol itself. Copy edited.
