Update WP.org Tide Syncer

Feature description

Once we've got v1 ready to go, we'll want to ensure there's a parallel update to the WP.org Tide Syncer that fetches Tide's reports so that it:

• updates $url_endpoint
• updates the logic on how results are fetched

Acceptance criteria

WP.org's Tide Syncer is able to continue fetching report results to store in the WP.org database against plugins (and themes where feasible/desired/necessary).

Implementation brief

• Existing Tide Syncer (linked above) will start to fail in gathering Tide audit reports once v1 replaces Production (from the existing Staging), so we'll want to ensure that as we promote Staging to Production (aka release v1) that we simultaneously work with WP.org to update the syncing on their end.

QA testing instructions

• Review a plugin PHP Compat result on WP.org that's been recently updated to see results working (as compared to prior audit results).
