Problem

The catalog currently does not use openverse-attribution. Thus there is some code in the catalog that could greatly benefit from being separated into the library and in turn make the library even more broadly useful.

Description

Extract license and attribution related code from the catalog into openverse-attribution. Use common code from the library in the catalog.

Additional context

This was brought up by @obulat in #4250 (review).
