Block settings jump to top when adjusting duotone and alignment the first time

What problem does this address?

This came up as part of the FSE Outreach Program's All Things Media:

Say I’m editing the padding dimension, then goes to modify the duotone, the entire right sidebar goes to the top(back to media settings) and opens all the closed settings, which affects the user workflow. This also happens when changing the ‘alignment’ to ‘none’ or ‘full width’.

Here's a quick video -- oddly it only happens when you first change the setting but then the sidebar settings stick after that:

What is your proposed solution?

Keep the sidebar settings in the same spot where you are originally working when making these changes.
