#37 only started tracking stats for sponsored contributors, but the program broadly encompasses volunteers as well, so I think we should track those hours too (even if we end up displaying them on make.w.org instead of w.org/5, or something)

Related #198

This is currently blocked #27, since it won't be reliable if we decide to not prompt people to keep it updated.

It might be good to reuse the get_contributors() function that #69 will introduce, since it has some logic to exclude accounts that have been flagged as spammers, etc.
