Buttons Block: Show inserter if button have variations. WordPress/gutenberg#53783

In this update, the Buttons block has been improved to now show the inserter when buttons have variations. The issue stemmed from the directInsert option bypassing the inserter when adding a button variation with the default scope, making it challenging to use that variation.  Now, users can easily access the inserter and utilize variations without the need for additional workarounds.

Block styles UI have been updated to use larger sizes, improve focus shadow, remove tooltip, and use similar controls with the same border color.
