VHL-SGE: code release with publication

This release is in association with publication of the article: "Saturation Genome Editing maps the functional spectrum of pathogenic VHL alleles", by Buckley et al., from the Francis Crick Institute's Genome Function Laboratory. The release includes code for data processing to produce published function scores for VHL and code for figure production.
