Copyright violation of the mural, needs permission from the artist. Freedom of panorama does not apply to murals in the UK, even if they are on a non-flat surface, see COM:FOP UK.   • Thanks for the guidance link, but I can't see anything in the guidance that says a cylinder is a 2D artwork. It is an unusual interpretation, specific to Wikipedia Commons, that a structure decorated by an artist cannot be photographed for copyright reasons. This water tower appears to have had an invisibility cloak thrown over it by virtue of having this Mabinogion painting on part of it. In any case, any photo could only ever show part of the design. Deleted: per nomination. The text of COM:FOP UK is an interpretation of the law. The law text only indicates what is allowed to reproduce, see https://www.legislation.gov.uk/ukpga/1988/48/section/62 . There is no mention of 2D or 3D. This work in a cylinder around the tower is not "artistic craftmanship" but an artwork. Therefore it should be deleted.
