Fallback tab dragging: Always create a hidden window for detached tabs This allows us to get rid of the duplication in `CreateBrowserForDrag()` and `AttachTabsToNewBrowserOnDrop()`. It also ensures that closing a dragged tab ends the drag session, thus fixing the last remaining TabDragging test with kAllowWindowDragUsingSystemDragDrop enabled (DeleteTabsWhileDetached). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
