About us
The EU DSO Entity has been formally set up in June 2021 and aims to increase efficiencies in the electricity distribution networks in the European Union and to ensure close cooperation with Transmission System Operators and ENTSO-E. As such, the organization will take up a key role in the development and completion of the internal electricity market. It will act as a platform of cooperation between all the electricity DSOs with the overall objective of positioning itself as an expert body tackling essential matters such as developing network codes & guidelines, contributing to the digitalisation of the DSO systems and facilitating the integration of Renewable Energy Sources. The EU DSO Entity already gathers more than 900 DSOs of small, medium and large size in an active cooperation mindset.

📢 That’s a wrap for #KnowledgeSharingforGrids series! In the past four months we have shared our Grid Connection Paper’s main findings. #DSOs are key technical enablers of the #Fitfor55 requirements and vital to achieve the #energytransition. DSO Entity’s Paper identified key challenges DSOs face when transitioning towards a decarbonised and decentralised energy system. It also highlighted that DSOs are already strongly engaged in finding solutions to overcome barriers. What lessons have we learned so far? 📌 To cope with the high demand for RES connections NetzOÖ & E-Distribuzione illustrated that investing in smartening the grid can increase efficiency for deploying renewables. 📌 Elnetselskabet N1 & Alliander showed how incentives to support investors and customer behaviour can accelerate the RES deployment. 📌 ČEZ demonstrated that supportive and forward-looking regulatory frameworks that reduce uncertainties can contribute to helping tackle the investment challenge. 📌 While permitting procedures are often lengthy, complex and protracted, Enexis & E-REDES showed that early #DSOs’ involvement in the planning of renewable projects, closer cooperation with local authorities and RES investors, and more digitalised permitting processes contribute to smoothing connection processes and accelerating permitting procedures. 📌 To address the challenge of network tariff regimes, the example of Fluvius showed that the use of a more-capacity-based tariff can incentivise consumers to adopt more grid-supportive behaviours. 📌 ESO, E-Distribuzione, & ESB showed that adapting the regulatory framework is crucial to set clear technical rules and requirements for connecting new technologies to the grid. 📌 Enedis, ČEZ, & Iberdrola depicted that managing external factors such as staff shortages must be a collective effort and that collaboration with public authorities and education systems is key to ensure the right staff is there to make the energy transition happen on the ground. The Grid Action Plan is only a first step in acknowledging the challenges faced by distribution grids and providing tailor-made measures to address these obstacles. With the start of the next EU term after the EU elections, it will be crucial that grids are part of the future EU’s strategic priorities for 2024-2029. 💡 This Thursday, DSO Entity hosted the workshop ‘PCIs for DSOs – good practices and potential barriers’, with the participation of DG ENER, E.ON and the support of CEDEC- European Federation of Local & Regional Energy Companies, E.DSO, Eurelectric and GEODE - The voice of local energy distributors across Europe. The workshop tackled some issues pointed out in the #GridActionPlan: the lack of information about funding opportunities for DSOs and the scarce visibility of the EU-funding programs in this field. 🔌The event has been an occasion for DSO Entity’s members & stakeholders to learn about the European Commission’s approach to #PCIprojects. Here the three main takeaways of the workshop: 1️⃣ The EU flagships infrastructure projects receive high political awareness, which results in access to special financing sources such as the #ConnectingEuropeFacility (CEF), among other advantages. 2️⃣ #CEFs are not the only European funding sources. Indeed, some projects could benefit from other #EuropeanFunding programs. 3️⃣ #DSOs applying for PCI status should ensure their projects meet the criteria and build a unified team within their consortium. Furthermore, participants had the opportunity to hear about the #GabretaProject, a successful and concrete #PCI and #CEF funded project aimed at accelerating the #digitisation of the #distributiongrid by fostering the cross-border cooperation between Germany and the Czech Republic. It was a great occasion for all to share experiences while applying for funds and #PCIs, creating a process of mutual learning. 🗨️ This workshop was organized and run by our TF FIN. 📢DSO Entity’s #KnowledgeSharingforGrids series Long permitting processes for renewable installations are problematic; not only for RES developers, but also for grid operators who need to apply for infrastructure permits if the grid needs to be expanded or newly built. #DSOs are facing the rapidly growing need to accelerate the integration of renewables into the power network with smoother and faster connection processes. Identified in the Grid Action Plan as one of the most pressing challenges for grids, permitting procedures are often lengthy, complex and protracted causing significant delays in connecting renewables into the power network. The revised Renewable Energy Directive set new permitting-related provisions which must be transposed into national laws by 1 July. On 13 May, the European Commission moreover published further guidelines to support Member States in implementing these provisions. What is needed according to our members? 🛠Early involvement in the planning of renewable generation projects ✒ Acknowledgement that infrastructure permits, and connection agreements go hand in hand 📜 Streamlined permitting processes such as one-stop-shop. #DSOs are working to ensure more synchronised processes between infrastructure permit-granting procedures and grid connection procedures, increasing cooperation with relevant parties involved in permitting procedures and ensuring more simplified and digitalised permitting processes. In DSO Entity’s Grid Connection Paper, our members Enexis (Netherlands) and E-REDES (Portugal) shared their best practice on how they contribute to speeding up permitting procedures. Today at the 10th European Commission's Copenhagen Infrastructure Forum it was time to take stock of the progress made so far on the Grid Action Plan (GAP). EU DSO Entity Secretary General, Peter Vermaat, highlighted the relevance of the GAP in supporting #DSOs and #TSOs to live up to their expectations in delivering the #energytransition. The right regulatory framework supporting anticipatory #investments, access to EU-funding and finance as well as functioning supply chains & accelerated #permitting procedures are some of the most important aspects to enable grids to remain the enabler of the energy transition. During the Forum, the relevance of the distribution grids in delivering the Green Deal objectives were especially highlighted with: 🔸10 million km of DSO grid in the EU 🔸70% of renewables connected to the DSO grid 🔸85% of EV-charging happening at home at the DSO grid 🔸Most of the soaring numbers of Solar-PV and heat pumps connected to the DSO grid. Today, EU DSO Entity President Vincenzo Ranieri and Secretary General Peter Vermaat are actively engaged in the 10th edition of the European Commission's Energy Infrastructure Forum. This year’s edition focuses on how the EU supports the creation of a ‘fast-track’ path for the implementation of the #energyinfrastructure projects needed for the energy transition. This includes the relevant role of the new TEN-E infrastructure categories and the delivery of the Grid Action Plan (GAP) for this purpose. By 2050, electricity will meet 60% of all energy demand, and there will be a rapid increase in intermittent energy renewable sources, including 70% of future renewable generation and electricity storage will be connected at distribution level. Looking at those factors, President Vincenzo Ranieri joined the High-level panel to discuss the future role of #DSOs as one of the leaders and accelerators of the energy transition. He stressed on the concept of “grid mainstreaming” and called for a collective work on two main tracks: 📈 Foster and faster #investments on expanding, smartening & renewing the distribution infrastructures by an easier access to earmarking EU and national #funds and a forward-looking & flexible regulatory framework, incentivising anticipatory investment. ✍ Actively intervene on the main constraints that hamper the fruitful and extensive resort to such investments, such as permitting procedures as well as shortages in supply chain and labor. Furthermore, under GAP's Action Point No. 3 EU DSO Entity is working, in close coordination with other relevant stakeholders, on the delivery of recommendations to improve the distribution network planning across the EU. Vincenzo Ranieri, concluded by stressing EU DSO Entity’s commitment to build bridges and foster cooperation, to grant to the European citizens a reliable distributed future.
