Before we start, hats off for the name. That alone is already a win.
This is a clone with a variable cost to match the creature it's cloning, except it also gains flying.
The fact that this creature chooses what to clone by the total amount of mana spent to cast it lets it stay on tempo even on the draw - opponent played Bowmasters on their T2? You get to have one on your T2. Giving the creature flying is another nice benefit for combat.
The downside is that you can't clone fatties with it until the late game, which sucks, but I think that the ability for a tempo play is more important in the days of monarch and initiative.
Lastly, unlike other clones, it has a floor - worst case you can just get a 1/1 flier for 1.
If one would classify this card as a 1 drop, I'd definitely say it's playable for blue, and given the low contest I'd say it's also testable.

Total mana value makes this a lot better and you get the flying for free!
Still dont think this really gets there if phantasmal image is on the outside looking in, but it's an interesting clone effect.
