To use Ordinator - Perks of Skyrim alongside the Workshop version of Apocalypse - Magic of Skyrim. Load this patch after both mods.

That perk is Arcane Blacksmith, which is in the same spot as the vanilla Arcane Blacksmith perk with the same effect.

Enai Siaion's mods are most definitely my favorites. They take the vanilla feel and expand on it, without making it seem too far away from Skyrim.
